Frank Lucas: Anti-America First Votes and Actions, Q4 2023
Continuing Resolutions and Budget Appropriations
This is the first article in a series of weekly articles to document the Anti-America First votes and actions of Representative Frank Lucas, R, OK CD-03. Check back weekly to stay abreast of how Lucas has lost his way.
According to Article 1, Section 7 of the US Constitution, “All bills for raising revenue shall originate in the House of Representatives but the Senate may propose or concur with Amendments as on other Bills.” The normal process for Congress is the HoR debates twelve appropriation bills annually to fund the government for 12 months. These appropriation bills are supposed to be passed by both houses of Congress and signed by the President BEFORE September 30th of each year. When that does not occur, Congress takes the easy way out and passes a “Continuing Resolution” which is essentially the prior year’s appropriations plus an increase roughly equated to annual inflation. Since 1997, Congress has missed the September 30th deadline every year. My opponent has been in Congress since 1994 and is part of the problem. Someone with 30 years of on-the-job experience can’t hide behind Congressional leadership. HE IS CONGRESSIONAL LEADERSHIP or at least should be after serving for 30 years.
Over the past few months, the HoR has debated and passed seven of the twelve appropriation bills. At the last minute, Speaker Johnson relented and agreed to a Continuing Resolution which will kick the can down the road to March 7th. This could have only happened with the support of the group of squishy Republicans of which Representative Frank Lucas is a proud member. Drilling down on the seven bills passed has revealed some very anti-America First votes by Representative Lucas. For example, Lucas voted against holding Biden’s gaslighting Press Secretary, Karine Jean-Pierre, to account by reducing her salary to $1 for her constant lies to the American public. Lucas also voted against eliminating the funding of firearms and ammunition for IRS agents.
The Problem with Continuing Resolutions
When Congress doesn’t review and debate the current funding of government agencies, every American loses. There are doubtless thousands of programs that should be shuttered but by continuing the funding from the prior year or years as has been the case since 1997, these obsolete programs continue with even more hard-earned taxpayer money thrown at them with zero accountability from those in charge. Below are the amendments proposed for seven of the appropriation bills in the second half of 2023, by mostly members of the House Freedom Caucus, which my opponent voted against. At a time when many Americans are struggling with inflation and making ends meet, these amendments seem like common sense cuts that would be comparable to budget cuts made by American households when money is short. By the way, Swampy Frank has not explained his position on any of these votes.
In the last 26 years, Congress has used Continuing Resolutions dozens of times. My opponent has been part of this dysfunction for the entire time. Representative Lucas is out of touch with his constituents and has lost his way. As Oklahomans we must do our part to clean up the swamp. We can’t criticize other states with entrenched RINOs and Democrats when we have issues of our own here.
